In 1988, the Los Angeles County Service Authority for Freeway Emergencies (SAFE) was formed to manage the call box system within the county. Counties in California have the authority to place a $1 per vehicle registration surcharge on each vehicle registered within the County. This surcharge provides for the management, installation, operation, and maintenance of all SAFE programs.

This SAFE manages the Kenneth Hahn Call Box system, which is comprised of approximately 4,470 call boxes distributed throughout Los Angeles County. The Kenneth Hahn Call Box system provides a valuable service to the motoring public in cooperation with the California Highway Patrol (CHP), California Transportation Department (CALTRANS), and California Department of Motor Vehicles (DMV). The call box program is the primary service provided to the motoring public by SAFE, however other motorist aid programs may be implemented in the future for increased safety and to reduce traffic congestion.
